The government response sets out policies to improve delivery of energy efficiency measures under the Energy Company Obligation (ECO4) scheme and Great British Insulation Scheme (GBIS).
The main changes are to allow:
- delivery under ECO4 rules to be reassigned to the GBIS target
- 2 insulation measures to be installed in a home on GBIS, rather than just one
- smart thermostats to be installed in owner-occupied households in the low-income group
Next steps
We will lay regulations in Parliament.

We received 122 responses from a broad range of stakeholders, including:
- obligated energy suppliers
- local authorities
- energy efficiency installers
- trade bodies
- consumer advice organisations
- academic institutions
The responses were broadly supportive of the proposals.

Options assessment published (10am); updated (4pm) to clarify in the Summary Table p19, the number of measures installed under ECO4 compliance and GBIS compliance in the preferred way forward.
We鈥檙e seeking views on:
- mid-scheme updates to the current Energy Company Obligation scheme (ECO4) and Great British Insulation Scheme (GBIS)
- the introduction to both schemes of a voluntary Pay-For-Performance mechanism (PFP)
PFP would reward participating suppliers for delivering retrofits with additional monitoring, thereby driving higher quality retrofits.
