This consultation has concluded

Read the full outcome

Detail of outcome

The government response sets out policies to improve delivery of energy efficiency measures under the Energy Company Obligation (ECO4) scheme and Great British Insulation Scheme (GBIS).

The main changes are to allow:

  • delivery under ECO4 rules to be reassigned to the GBIS target
  • 2 insulation measures to be installed in a home on GBIS, rather than just one
  • smart thermostats to be installed in owner-occupied households in the low-income group

Next steps

We will lay regulations in Parliament.
