Local stop smoking services and support: funding allocations and methodology for 2025 to 2026

Introduction
The government is investing an additional 拢70 million in 2025 to 2026 to support local authority led stop smoking services. This document outlines the confirmed funding allocation for each local authority.
This funding supports the government鈥檚 commitment to create a smoke-free generation, alongside the .
The National Centre for Smoking Cessation and Training (NCSCT) provides a full range of resources to support commissioners and providers of local stop smoking support. Local authorities can use , which includes steps for commissioning, delivering and monitoring effective evidence-based stop smoking services.
Methodology for allocations
We based the additional funding for each area on the proportion of smokers in England, in each local authority. This funding targets local authorities with the most smokers.
The funding allocations are based on the average smoking prevalence over a 3-year period between 2021 and 2023. This ensures that the allocations are based on the most recent and comprehensive data.
We divided the additional funding by the total number of smokers across England. This gives an approximate funding rate per smoker. We then multiplied this funding rate per smoker by the estimated number of smokers in each local authority, to give a total allocation.
Grant funding criteria
Local authorities will be required to meet certain criteria to be eligible for the additional funding. We will communicate detailed funding criteria to local authorities through the formal grant agreement process.聽The figures listed in the table below show the maximum amount of funding each area will be able to receive from the grant if they meet all the eligible criteria.聽
